Dr (Adv) Nzumbululo Silas Siphuma
Dr (Adv) Nzumbululo Silas Siphuma, a senior lecturer in Unisa’s Department of Jurisprudence, under the College of Law (CLAW), has been appointed on an ad hoc basis as a member of the Enforcement Committee of the Film and Publication Board (FPB), which operates under South Africa’s Department of Communications and Digital Technologies.
The FPB is mandated by the Film and Publications Act of 1996 to regulate the creation, production and distribution of films, games and certain publications. Its primary objective is to ensure age-appropriate content and to protect children against harmful material, including violence, drug abuse and sexual gratified.
Siphuma joins a distinguished five-member Enforcement Committee chaired by retired Judge Thokozile Masipa, alongside two practising legal professionals and a media specialist. The committee serves as a quasi-judicial body whose responsibilities are outlined in Section 6B(1)(a) of the Film and Publications Amendment Act of 2019. These responsibilities include conducting investigations, holding hearings, assessing regulatory contraventions, imposing sanctions such as fines, and referring matters to the National Prosecuting Authority, where necessary.
This is not Siphuma’s first engagement with the FPB. He has previously served in ad hoc roles, first as a classifier and later as chief classifier of content. His reappointment to the committee is a testament to his ongoing commitment to advancing children’s rights and promoting legal accountability beyond academia. His role in the committee forms part of his Unisa Community Engagement Key Performance Area (KPA).
This appointment reflects not only Siphuma’s dedication to community service, but also his broader mission of applying academic expertise to uphold and advance human rights. His efforts exemplify Unisa’s vision of being the African university in the service of humanity, as well as CLAW’s commitment to becoming the leading college of law and justice in Africa.
