Purpose: The purpose of this module is to equip students with solid knowledge and practical skills in public procurement and logistics management within the South African public sector. The module covers the tendering system and procedures, acquisition management and logistics management, guided by key legislative and policy frameworks, including but not limited to the Public Finance Management Act (PFMA), the Municipal Finance Management Act (MFMA), and the Public Procurement Act (PPA). Students will be required to critically analyse the Preferential Procurement Regulations of 2022 and the Broad-Based Black Economic Empowerment (B-BBEE) framework, evaluate the socio-economic impact of procurement systems and apply strategic supply chain management principles to improve efficiency and drive transformation. The module will prepare students to engage with real-world procurement challenges and contribute to enhanced service delivery and governance.
