André obtained his BA (Public Administration & Municipal Administration) degree from Unisa in 1988. He completed the Senior Management Programme at the University of Pretoria in 1992. He passed Municipal Law I & II in 1994/95 at the then Technikon SA. In 2004 he obtained his MPA degree from Unisa. He is currently registered at Unisa for his DPA and envisages completing it in 2018.

He joined Unisa in January 2006 as a Junior Lecturer, and was promoted to Lecturer on 1 July 2006 and to Senior Lecturer on 1 January 2010.

He is/was involved inter alia in the following subjects: Local Government Finance I, II & III; Local Government Management II; Public Financial Management II; Public Human Resource Management III; Public Decision Making I; Public Service Delivery I; Public Policy Management IV; Local Government Financial Management IV; Public Human Resource Management III; Government and Urbanisation (Honours); Management of Public and Municipal Finance (Honours); Regional Government and Administration (Honours).

He assisted the Centre for Business Management in the Module PPPS01C “Public Financial Management: A Procurement and Supply Perspective” since 2009.

He also assisted the Centre for Public Administration and Management in the Module DLGM01B “Local Government Management” since 2014.

He served on the following Departmental committees: Marketing (also representing the Department at CEMS); Secretary of Dept meetings; Quality assurance; Computers; College work; Academic integrity; Tuition technology; Audit; Emergency team, Contracts & markers, Examination procedure, Curriculation and scheduling; Research output fund; Dept Training & Development (also representing the Department on the Institutional Training Committee); and Work Allocation.

André is supervisor/co-supervisor for Master degree students; 5 of whom graduated in 2009, 2012 (x2), 2013 and 2015 respectively.

He has completed the Assessor and Moderator training.

He has read four papers at International Conferences, and has published four articles in accredited journals; one of which is in an international journal.

André was in local government (former City Council of Pretoria, now the City of Tshwane Metropolitan Municipality) for 23 years before he joined Unisa.
