E-mail: Vschaa2@unisa.ac.za André obtained his BA degree with Public Administration as a major from Unisa in 1988. He completed the Senior Management Programme at the University of Pretoria in 1992. He passed Municipal Law I & II in 1994/95 at the then Technikon SA. In 2004 he obtained his MPA degree from Unisa. The title of his dissertation was "Die totstandkoming, ontwikkeling en funksionering van Metropolitaanse Munisipaliteite in Suid-Afrika, met spesifieke verwysing na die Stad Tshwane Metropolitaanse Munisipaliteit". In 2006 André joined the Department of Public Administration and Management at UNISA. He is currently involved in the subject field of Public Financial Administration and Management. André has extensive experience in local government matters that he gained from working at the former City Council of Pretoria (now Tshwane Metro) for 23 years. His experience, amongst others, relate to:
André also acted as project leader for an investigation into the financial viability of the Catering Services Section at the City Council. Based on his findings and recommendations the rendering of catering services was terminated resulting in a saving of R5 million per annum. Whilst working at the City Council, André attended, amongst others, courses on supervision, communication, meeting procedures, negotiation strategies, labour relations and privatisation. He served on the Governing Body of Hoërskool Pretoria-Noord from 2003-2006. Professional membership:
